Ulusal raporda yer alan \u00f6ncelikli konular\u0131n saptanmas\u0131nda sivil toplum \u00f6rg\u00fctlerinin katk\u0131lar\u0131 belirleyici rol oynam\u0131\u015ft\u0131r. Ulusal Raporun nihai metni (\u0130ngilizce ve gayriresmi T\u00fcrk\u00e7e terc\u00fcmesi) D\u0131\u015fi\u015fleri Bakanl\u0131\u011f\u0131\u2019n\u0131n internet sitesinde yay\u0131mlanmaktad\u0131r.<\/span><\/p>\n<p><span style=\"font-size: 10pt;\">May\u0131s 2010\u2019da yap\u0131lan T\u00fcrkiye\u2019nin ilk Evrensel Periyodik \u0130ncelemesi (EP\u0130M) sonras\u0131nda kabul edilen tavsiyeler, T\u00fcrk\u00e7eye terc\u00fcme edilerek ilgili kamu kurum ve kurulu\u015flar\u0131na iletilmi\u015ftir.<\/span><\/p>\n<p><span style=\"font-size: 10pt;\">Bu raporda, T\u00fcrkiye\u2019nin ilk EP\u0130M incelemesi sonras\u0131 ger\u00e7ekle\u015ftirilen yasal ve uygulamaya y\u00f6nelik geli\u015fmelere ve EP\u0130M\u2019de kabul edilen tavsiyelerin hayata ge\u00e7irilmesine y\u00f6nelik \u00e7al\u0131\u015fmalara odaklan\u0131lacakt\u0131r.<\/span><\/p>\n<h3><span style=\"font-family: verdana, geneva, sans-serif;\"><strong>II.\u00a0 GENEL G\u00d6R\u00dcN\u00dcM<\/strong><\/span><\/h3>\n<p><span style=\"font-size: 10pt;\"><strong>\u00a0<\/strong>T\u00fcrkiye, 2001 y\u0131l\u0131ndan bu yana, insan haklar\u0131n\u0131n korunup geli\u015ftirilmesini hedefleyen kapsaml\u0131 ve aktif bir insan haklar\u0131 reform s\u00fcreci y\u00fcr\u00fctmektedir. Birinci tur EP\u0130M incelememizden bu yana kararl\u0131l\u0131kla s\u00fcrd\u00fcr\u00fclmeye devam edilen reform s\u00fcreci \u00e7er\u00e7evesinde, ulusal hukuki \u00e7er\u00e7eve, insan haklar\u0131, demokrasi ve hukukun \u00fcst\u00fcnl\u00fc\u011f\u00fc alanlar\u0131nda uluslararas\u0131 ilke ve standartlara g\u00f6re d\u00fczenlenmekte ve bu hukuki \u00e7er\u00e7evenin tam olarak uygulanmas\u0131na y\u00f6nelik \u00f6nlemler al\u0131nmaktad\u0131r.<\/span><\/p>\n<h4><span style=\"font-family: verdana, geneva, sans-serif;\"><strong>A.\u00a0 Hukuki \u00c7er\u00e7eve<\/strong><\/span><\/h4>\n<p><span style=\"font-size: 10pt;\">12 Eyl\u00fcl 2010 tarihinde yap\u0131lan referandumla kabul edilen Anayasa de\u011fi\u015fiklikleri \u00e7er\u00e7evesinde, kad\u0131n, \u00e7ocuk, engelli ve ya\u015fl\u0131lar i\u00e7in pozitif ayr\u0131mc\u0131l\u0131k anayasal bir hak olarak tan\u0131nm\u0131\u015f; ki\u015fisel verilerin korunmas\u0131 anayasal garanti alt\u0131na al\u0131nm\u0131\u015f; \u00e7ocuk haklar\u0131 konusunda anayasal g\u00fcvenceler getirilmi\u015f; \u00f6rg\u00fctlenme \u00f6zg\u00fcrl\u00fc\u011f\u00fcn\u00fcn kapsam\u0131 geni\u015fletilmi\u015f; bilgi edinme hakk\u0131 ilk kez Anayasal hak olarak tan\u0131mlanm\u0131\u015f; vatanda\u015flar\u0131n se\u00e7me ve se\u00e7ilme h\u00fcrriyetleri daha kuvvetli \u015fekilde garanti alt\u0131na al\u0131nm\u0131\u015f; memurlar ve di\u011fer kamu g\u00f6revlilerine verilen disiplin kararlar\u0131 yarg\u0131 denetimi kapsam\u0131na al\u0131nm\u0131\u015ft\u0131r. Ayr\u0131ca, anayasal haklar\u0131 koruyacak yeni mekanizmalar getirilmi\u015f \u2013Kamu Denet\u00e7ili\u011fi Kurumu ve Anayasa Mahkemesine bireysel ba\u015fvuru sistemi- hukuk devleti g\u00fc\u00e7lendirilmi\u015f, Anayasa Mahkemesi ve HSYK demokratik d\u00fcnyadaki emsallerine yakla\u015ft\u0131racak bi\u00e7imde yeniden yap\u0131land\u0131r\u0131lm\u0131\u015f ve askeri yarg\u0131n\u0131n yetki alan\u0131 s\u0131n\u0131rland\u0131r\u0131lm\u0131\u015ft\u0131r.<\/span><\/p>\n<p><span style=\"font-size: 10pt;\">Birinci tur EP\u0130M incelememizden bu yana, T\u00fcrkiye B\u00fcy\u00fck Millet Meclisi (TBMM) taraf\u0131ndan alt\u0131 adet \u201cyarg\u0131 reformu paketi\u201d kabul edilmi\u015ftir. Bu paketler, temel kanunlarda yap\u0131lan mevzuat de\u011fi\u015fikliklerini kapsamaktad\u0131r [\u00f6rne\u011fin T\u00fcrk Ceza Kanunu (TCK), Ceza Muhakemesi Kanunu (CMK), Ter\u00f6rle M\u00fccadele Kanunu (TMK) ve Bas\u0131n Kanunu]. Yarg\u0131 Reformu Paketlerin haz\u0131rlanmas\u0131nda, yarg\u0131 ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131n\u0131n ve tarafs\u0131zl\u0131\u011f\u0131n\u0131n g\u00fc\u00e7lendirilmesi, yarg\u0131n\u0131n etkinli\u011finin artt\u0131r\u0131lmas\u0131 ve adalete eri\u015fimin kolayla\u015ft\u0131r\u0131lmas\u0131 hedeflenmi\u015ftir. Mevzuat de\u011fi\u015fikliklerinin b\u00fcy\u00fck bir k\u0131sm\u0131, Avrupa \u0130nsan Haklar\u0131 Mahkemesi\u2019nin (A\u0130HM) T\u00fcrkiye aleyhine ald\u0131\u011f\u0131 kararlarda at\u0131fta bulundu\u011fu yasal eksikliklerin giderilmesine ve b\u00f6ylelikle insan haklar\u0131 ihlallerinin yinelenmesinin \u00f6nlenmesine odaklanm\u0131\u015ft\u0131r. Bug\u00fcne kadar hayata ge\u00e7irilen reformlar \u00f6zellikle ifade ve bas\u0131n \u00f6zg\u00fcrl\u00fc\u011f\u00fc, ki\u015fi \u00f6zg\u00fcrl\u00fc\u011f\u00fc ve g\u00fcvenli\u011fi ile adil yarg\u0131lanma hakk\u0131 olmak \u00fczere \u00e7e\u015fitli hak ve \u00f6zg\u00fcrl\u00fcklere ili\u015fkin yasal \u00e7er\u00e7eveyi g\u00fc\u00e7lendirmi\u015ftir. Yarg\u0131 reformu paketleriyle getirilen de\u011fi\u015fikliklere ilgili b\u00f6l\u00fcmlerde detayl\u0131 bir \u015fekilde yer verilecektir.<\/span><\/p>\n<p><span style=\"font-size: 10pt;\">30 Eyl\u00fcl 2013 tarihinde a\u00e7\u0131klanan Demokratikle\u015fme Paketi, temel hak ve \u00f6zg\u00fcrl\u00fckler ve siyasi haklar alan\u0131nda \u00f6nemli yenilikler getirmi\u015f, 2 Mart 2014 tarihinde TBMM\u2019de kabul edilen yasal d\u00fczenlemelerle paketteki unsurlar\u0131n b\u00fcy\u00fck bir k\u0131sm\u0131 hayata ge\u00e7irilmi\u015ftir. Buna g\u00f6re, farkl\u0131 dil ve leh\u00e7elerde siyasi propaganda imkan\u0131 tan\u0131nm\u0131\u015f, \u00f6zel okullarda T\u00fcrk\u00e7e\u2019den farkl\u0131 dil ve leh\u00e7elerde e\u011fitim yap\u0131lmas\u0131n\u0131n sa\u011flanmas\u0131 \u00f6ng\u00f6r\u00fclm\u00fc\u015f, kamu kurumlar\u0131nda \u00e7al\u0131\u015fan kad\u0131nlar\u0131n ba\u015f\u00f6rt\u00fcs\u00fc kullanmas\u0131n\u0131n \u00f6n\u00fcndeki engel kald\u0131r\u0131lm\u0131\u015f, ayr\u0131mc\u0131l\u0131k su\u00e7unun kapsam\u0131n\u0131n geni\u015fletilmesi ve nefret saikiyle i\u015flenen su\u00e7lar\u0131n TCK\u2019daki cezalar\u0131n\u0131n artmas\u0131 sa\u011flanm\u0131\u015f, toplant\u0131 ve g\u00f6steri \u00f6zg\u00fcrl\u00fc\u011f\u00fcn\u00fcn geni\u015fletilmesine y\u00f6nelik tedbirler al\u0131nm\u0131\u015ft\u0131r.<\/span><\/p>\n<p><span style=\"font-size: 10pt;\">Di\u011fer yandan, Avrupa \u0130nsan Haklar\u0131 S\u00f6zle\u015fmesi (A\u0130HS) \u0130hlallerinin \u00d6nlenmesine \u0130li\u015fkin Eylem Plan\u0131, 1 Mart 2014 tarihinde Resmi Gazete\u2019de yay\u0131mlanm\u0131\u015ft\u0131r. S\u00f6zkonusu Eylem Plan\u0131 ile temel hak ve \u00f6zg\u00fcrl\u00fcklerin daha etkili \u015fekilde korunmas\u0131 ve T\u00fcrkiye aleyhine A\u0130HM\u2019e yap\u0131lan ba\u015fvuru say\u0131s\u0131n\u0131n asgari seviyeye indirilmesi ama\u00e7lanmaktad\u0131r.<\/span><\/p>\n<p><span style=\"font-size: 10pt;\">\u201cTer\u00f6r\u00fcn Sona Erdirilmesi ve Toplumsal B\u00fct\u00fcnle\u015fmenin G\u00fc\u00e7lendirilmesine Dair Kanun\u201d 16 Temmuz 2014 tarihinde y\u00fcr\u00fcrl\u00fc\u011fe girmi\u015ftir.<\/span><\/p>\n<h3><strong><span style=\"font-family: verdana, geneva, sans-serif;\">B.\u00a0 Kurumsal \u00c7er\u00e7eve<\/span><\/strong><\/h3>\n<p><span style=\"font-size: 10pt;\">2010 Anayasa de\u011fi\u015fikliklerinin getirdi\u011fi en \u00f6nemli yenilikler, T\u00fcrkiye\u2019de insan haklar\u0131 alan\u0131nda kurumsalla\u015fmaya y\u00f6nelik yeni demokratik kurumlar ve mekanizmalar kurulmas\u0131 y\u00f6n\u00fcnde olmu\u015ftur.<\/span><\/p>\n<p><span style=\"font-size: 10pt;\">Bunlardan birincisi insan haklar\u0131na sayg\u0131l\u0131 bir \u201chukuk devleti\u201dni ger\u00e7ekle\u015ftirme amac\u0131 kapsam\u0131nda yeni bir i\u00e7 hukuk yolu olarak Anayasa Mahkemesi&#8217;ne bireysel ba\u015fvuru hakk\u0131n\u0131n getirilmi\u015f olmas\u0131d\u0131r. Anayasa Mahkemesi\u2019ne bireysel ba\u015fvuru hakk\u0131 \u00e7er\u00e7evesinde 23 Eyl\u00fcl 2012 tarihi itibar\u0131yla herkes, Anayasa ve A\u0130HS kapsam\u0131nda g\u00fcvence alt\u0131na al\u0131nm\u0131\u015f temel hak ve \u00f6zg\u00fcrl\u00fcklerinden birinin kamu g\u00fcc\u00fc taraf\u0131ndan ihlal edildi\u011fi iddias\u0131yla di\u011fer i\u00e7 hukuk yollar\u0131n\u0131 t\u00fckettikten sonra Anayasa Mahkemesi\u2019ne ba\u015fvurabilmektedir. Ba\u015fvuruyu inceleyen Anayasa Mahkemesi, ba\u015fvuran\u0131n temel haklar\u0131n\u0131n ihlal edilip edilmedi\u011fine karar vermekte; ihlal tespit etmesi halinde, ihlalin ve ihlal sonu\u00e7lar\u0131n\u0131n ortadan kald\u0131r\u0131lmas\u0131 ve tazmin i\u00e7in yap\u0131lmas\u0131 gerekenler konusunda karar vermektedir.<\/span><\/p>\n<p><span style=\"font-size: 10pt;\">Bireysel ba\u015fvuru uygulamas\u0131nda Anayasa Mahkemesi \u00e7ok titiz bir \u00e7al\u0131\u015fma sergilemekte ve i\u00e7tihatlar\u0131n olu\u015fturulmas\u0131nda i\u00e7 hukukun yan\u0131nda A\u0130HM\u2019in ve bireysel ba\u015fvuru yolunun bulundu\u011fu di\u011fer Anayasa Mahkemelerinin konuyla ilgili kararlar\u0131n\u0131 analiz ederek insan onurunu y\u00fcceltme ve \u00f6zg\u00fcrl\u00fck alan\u0131n\u0131 geni\u015fletme anlay\u0131\u015f\u0131yla hareket etmektedir. Anayasa Mahkemesi, bireysel ba\u015fvuru uygulamas\u0131n\u0131n ba\u015flad\u0131\u011f\u0131 23 Eyl\u00fcl 2012 tarihinden bu yana ki\u015fi \u00f6zg\u00fcrl\u00fc\u011f\u00fc ve g\u00fcvenli\u011fi hakk\u0131, ya\u015fam hakk\u0131, m\u00fclkiyet hakk\u0131, ifade \u00f6zg\u00fcrl\u00fc\u011f\u00fc, \u00f6zel hayat\u0131n gizlili\u011fi, adil yarg\u0131lanma hakk\u0131 gibi bir\u00e7ok temel hak ve \u00f6zg\u00fcrl\u00fckle ilgili i\u00e7tihat olu\u015fturmu\u015f ve ihlal kararlar\u0131 vermi\u015ftir. Mahkeme taraf\u0131ndan verilen ihlal kararlar\u0131n\u0131n gerekleri ilgili idari ve adli makamlarca yerine getirilmektedir.<\/span><\/p>\n<p><span style=\"font-size: 10pt;\">8 Ekim 2014 tarihi itibar\u0131yla Mahkemeye yap\u0131lan toplam bireysel ba\u015fvuru say\u0131s\u0131 26.999\u2019dur. Mahkemeden \u00e7\u0131kan karar say\u0131s\u0131 864 olup, kabul edilebilirlik karar\u0131 verilen ba\u015fvuru say\u0131s\u0131 267, ihlal karar\u0131 verilen ba\u015fvuru say\u0131s\u0131 234\u2019t\u00fcr.<\/span><\/p>\n<p><span style=\"font-size: 10pt;\">2010 Anayasa de\u011fi\u015fiklik paketi kapsam\u0131nda hukuki altyap\u0131s\u0131 olu\u015fturulan Kamu Denet\u00e7ili\u011fi Kurumu, 6328 say\u0131l\u0131 Kamu Denet\u00e7ili\u011fi Kurumu Kanunu\u2019nun 29 Haziran 2012 tarihinde Resmi Gazete\u2019de yay\u0131mlanmas\u0131yla kurulmu\u015f ve 12 Aral\u0131k 2012 tarihinde faaliyetlerine ba\u015flam\u0131\u015ft\u0131r. Kurum, ba\u011f\u0131ms\u0131z ve tarafs\u0131z olup, hi\u00e7bir organ, makam, merci veya ki\u015fi, Ba\u015fdenet\u00e7iye ve Denet\u00e7ilere g\u00f6revleriyle ilgili olarak emir ve talimat veremez, genelge g\u00f6nderemez, tavsiye ve telkinde bulunamaz.<\/span><\/p>\n<p><span style=\"font-size: 10pt;\">Kamu Denet\u00e7ili\u011fi Kurumunun kurulmas\u0131yla kamu idaresinde insan haklar\u0131n\u0131n korunmas\u0131 ve geli\u015ftirilmesi alan\u0131nda bir\u00e7ok yenilik getirilmi\u015ftir. \u00d6rne\u011fin, insan haklar\u0131, temel hak ve \u00f6zg\u00fcrl\u00fckler ile kad\u0131n ve \u00e7ocuk haklar\u0131 \u00f6ncelikli \u00f6neme sahip konular olarak ele al\u0131nmaktad\u0131r. \u015eik\u00e2yet konusunun insan haklar\u0131na, temel hak ve \u00f6zg\u00fcrl\u00fcklere, kad\u0131n ve \u00e7ocuk haklar\u0131na ili\u015fkin olmas\u0131 halinde \u2018menfaat ihlali\u2019 ko\u015fulu aranmaks\u0131z\u0131n yerinde inceleme ve ara\u015ft\u0131rma yap\u0131labilmektedir. G\u00f6zalt\u0131 ve tutukluluk ko\u015fullar\u0131na ili\u015fkin \u015fik\u00e2yetler ile ceza infaz kurumlar\u0131 hakk\u0131ndaki ba\u015fvurular bu kapsamda incelenebilmektedir.<\/span><\/p>\n<p><span style=\"font-size: 10pt;\">T\u00fcrk idari sisteminde, idareyi, ba\u011f\u0131ms\u0131z ve tarafs\u0131z olarak \u201cyerindelik\u201d y\u00f6n\u00fcnden de inceleyebilecek tek kurum olan Kamu Denet\u00e7ili\u011fi Kurumu, kamu y\u00f6netimi reformunun en \u00f6nemli ilkelerinden olan idarenin hesap verilebilirli\u011fi ile \u015feffafl\u0131\u011f\u0131n\u0131n art\u0131r\u0131lmas\u0131 bak\u0131m\u0131ndan \u00f6nemli bir role sahiptir.<\/span><\/p>\n<p><span style=\"font-size: 10pt;\">Kamu Denet\u00e7ili\u011fi Kurumu, \u015fikayet ba\u015fvurular\u0131n\u0131n incelenmesi ve ara\u015ft\u0131r\u0131lmas\u0131 a\u015famas\u0131nda idarenin i\u015flem ve eylem ile tutum ve davran\u0131\u015flar\u0131n\u0131n iyi y\u00f6netim ilkelerine (nezaket, \u015feffafl\u0131k, hesap verebilirlik, e\u015fitlik, vb.) uygunlu\u011funu da g\u00f6zetmektedir.<\/span><\/p>\n<p><span style=\"font-size: 10pt;\">Ba\u015fvurular\u0131n, \u2018kamu personel rejimi\u2019, \u2018e\u011fitim-\u00f6\u011fretim\u2019 ile \u2018\u00e7al\u0131\u015fma ve sosyal g\u00fcvenlik\u2019 konular\u0131nda yo\u011funla\u015ft\u0131\u011f\u0131 g\u00f6r\u00fclmektedir. Kurum verdi\u011fi kararlarda, ulusal mevzuat yan\u0131nda T\u00fcrkiye\u2019nin taraf oldu\u011fu uluslararas\u0131 s\u00f6zle\u015fmeler ile A\u0130HM i\u00e7tihad\u0131n\u0131 da g\u00f6z \u00f6n\u00fcnde bulundurmaktad\u0131r.<\/span><\/p>\n<p><span style=\"font-size: 10pt;\">Kamu Denet\u00e7ili\u011fi Kurumu, STK\u2019lar ve uluslararas\u0131 kurum ve kurulu\u015flar ile yak\u0131n i\u015fbirli\u011fi i\u00e7erisinde \u00e7al\u0131\u015fmalar\u0131n\u0131 s\u00fcrd\u00fcrmektedir. Paris Prensipleriyle uyumlu olarak kurulan Kurum, insan haklar\u0131n\u0131 korumak ve geli\u015ftirmek y\u00f6n\u00fcnde \u00e7al\u0131\u015fmalar yapmak, insan haklar\u0131 ihlali iddialar\u0131n\u0131 incelemek ve ara\u015ft\u0131rmak, mezuat ve uygulamay\u0131 izlemek, bilgilendirme, bilin\u00e7lendirme ve e\u011fitim faaliyetleri ger\u00e7ekle\u015ftirmek, ilgili ki\u015fi, kurum ve kurulu\u015flara g\u00f6r\u00fc\u015f, \u00f6neri ve tavsiyelerde bulunmakla g\u00f6revli ve yetkilidir.<\/span><\/p>\n<p><span style=\"font-size: 10pt;\">Kamu t\u00fczel ki\u015fili\u011fini, idari ve mali \u00f6zerkli\u011fi haiz olan kurum, g\u00f6rev ve yetkilerinde ba\u011f\u0131ms\u0131zd\u0131r. Kimse g\u00f6revleriyle ilgili konularda kuruma emir ve talimat veremez, tavsiye ve telkinde bulunamaz. B\u00f6ylece daha \u00f6nce el konulan farkl\u0131 inan\u00e7 gruplar\u0131na mensup vatanda\u015flar\u0131m\u0131z\u0131n vak\u0131f m\u00fclklerinin iade edilebilmesinin yolu a\u00e7\u0131lm\u0131\u015ft\u0131r. Okulla\u015fma oran\u0131 2013-2014 e\u011fitim-\u00f6\u011fretim y\u0131l\u0131nda ilkokullarda\u00a0<\/span><span style=\"font-family: verdana, geneva, sans-serif; font-size: 10pt;\">%99,57, ortaokullarda %94,52 ve liselerde %76,65 olmu\u015ftur. Bu kanuna dayan\u0131larak ilk\u00f6\u011fretim kurumlar\u0131nda K\u00fcrt\u00e7e (K\u0131rman\u00e7i ve Zazaki) se\u00e7meli ders olarak 2012-2013 e\u011fitim ve \u00f6\u011fretim y\u0131l\u0131ndan itibaren, Lazca 2013-2014 e\u011fitim ve \u00f6\u011fretim y\u0131l\u0131ndan itibaren se\u00e7meli ders olarak okutulmaya ba\u015flanm\u0131\u015ft\u0131r. Bu okullarda, T\u00fcrk\u00e7e ve T\u00fcrk k\u00fclt\u00fcr\u00fc hari\u00e7 b\u00fct\u00fcn derslerde az\u0131nl\u0131klar\u0131n kendi dillerinde e\u011fitim yap\u0131lmaktad\u0131r. M\u00fcsl\u00fcman olmayan az\u0131nl\u0131klara mensup \u00f6\u011frenciler, ayr\u0131ca, az\u0131nl\u0131klara ait olmayan herhangi bir devlet okuluna veya \u00f6zel okula hi\u00e7bir k\u0131s\u0131tlamaya tabi olmaks\u0131z\u0131n \u00f6zg\u00fcrce gidebilmektedir.<\/span><\/p>\n<p><span style=\"font-family: verdana, geneva, sans-serif; font-size: 10pt;\">Milli E\u011fitim Bakanl\u0131\u011f\u0131 taraf\u0131ndan Ermenice ders kitaplar\u0131 haz\u0131rlanarak, 2010-2011 \u00f6\u011fretim y\u0131l\u0131ndan itibaren Ermeni okullar\u0131ndaki \u00f6\u011frencilere \u00fccretsiz olarak da\u011f\u0131t\u0131lmaya ba\u015flanm\u0131\u015ft\u0131r.<\/span><\/p>\n<p><span style=\"font-family: verdana, geneva, sans-serif; font-size: 10pt;\">Engelli \u00f6\u011frencilerin okullar\u0131na ula\u015f\u0131m\u0131n\u0131 ve eri\u015fimini sa\u011flamak i\u00e7in iyile\u015ftirme \u00e7al\u0131\u015fmalar\u0131 s\u00fcrd\u00fcr\u00fclmektedir. 12 y\u0131ll\u0131k zorunlu e\u011fitimde \u201cOrta ve \u0130leri D\u00fczey Engelliler hari\u00e7, Hafif D\u00fczey Engelliler\u201d kayna\u015ft\u0131rma e\u011fitimi i\u00e7ine al\u0131nm\u0131\u015ft\u0131r.<\/span><\/p>\n<p><span style=\"font-family: verdana, geneva, sans-serif; font-size: 10pt;\">M\u00fclteci ve s\u0131\u011f\u0131nmac\u0131 \u00f6\u011frencilerin okullara kay\u0131tlar\u0131 ilgili mevzuat \u00e7er\u00e7evesinde ger\u00e7ekle\u015ftirilmektedir. Halen \u00fclkemizde ge\u00e7ici koruma alt\u0131ndaki 68.000 Suriyeli \u00f6\u011frenciye, bu \u00f6\u011frenciler i\u00e7in olu\u015fturulan s\u0131n\u0131flarda e\u011fitim hizmeti sa\u011flanmaktad\u0131r. Devletin kad\u0131n erkek e\u015fitli\u011fini sa\u011flamaya y\u00f6nelik y\u00fck\u00fcml\u00fcl\u00fc\u011f\u00fcne yer veren 10. Maddede ge\u00e7ici \u00f6zel \u00f6nlemler almay\u0131 m\u00fcmk\u00fcn k\u0131lacak d\u00fczenleme yap\u0131lm\u0131\u015ft\u0131r.<\/span><\/p>\n<p><span style=\"font-family: verdana, geneva, sans-serif; font-size: 10pt;\">Toplumsal Cinsiyet E\u015fitli\u011fi Ulusal Eylem Plan\u0131 2008-2013 d\u00f6nemi i\u00e7erisinde uygulanm\u0131\u015f, 6 ayl\u0131k d\u00f6nemler halinde izlenmi\u015ftir. Toplumsal cinsiyet e\u015fitli\u011finin geli\u015ftirilmesi, sa\u011fl\u0131k, karar alma mekanizmalar\u0131na kat\u0131l\u0131m, e\u011fitim, medya, \u00e7evre, yoksulluk, ekonomi ba\u015fl\u0131klar\u0131 alt\u0131nda haz\u0131rlanan Eylem Plan\u0131 2015-2020 d\u00f6nemi i\u00e7in yenilenmektedir.<\/span><\/p>\n<p><span style=\"font-family: verdana, geneva, sans-serif; font-size: 10pt;\">T\u00fcrkiye B\u00fcy\u00fck Millet Meclisinde 24 Mart 2009\u2019da Kad\u0131n &#8211; Erkek F\u0131rsat E\u015fitli\u011fi Komisyonu kurulmu\u015ftur. Birinci tur incelemeden bu yana Komisyon, erken ya\u015fta evlilik, kad\u0131na y\u00f6nelik \u015fiddetin \u00f6nlenmesinde mevzuattaki ve uygulamadaki eksiklikler, i\u015fyerinde psikolojik taciz, toplumsal cinsiyet a\u00e7\u0131s\u0131ndan Anayasa, toplumsal cinsiyet e\u015fitli\u011finde medyan\u0131n rol\u00fc, her alanda kad\u0131n istihdam\u0131n\u0131n artt\u0131r\u0131lmas\u0131 gibi alanlarda \u00e7al\u0131\u015fmalar y\u00fcr\u00fctm\u00fc\u015f, ve bu \u00e7al\u0131\u015fmalar neticesinde eri\u015filen bulgular hakk\u0131nda TBMM\u2019yi ve ilgili kurulu\u015flar\u0131 bilgilendirmi\u015ftir.<\/span><\/p>\n<p><span style=\"font-family: verdana, geneva, sans-serif; font-size: 10pt;\">T\u00fcrkiye\u2019de kad\u0131nlar\u0131n karar alma mekanizmalar\u0131na kat\u0131l\u0131mlar\u0131nda art\u0131\u015f g\u00f6zlenmektedir. 2002 y\u0131l\u0131nda Mecliste % 4,4\u2019l\u00fck bir oranla 21 kad\u0131n milletvekili yer al\u0131rken ve 2011 y\u0131l\u0131nda bu oran\u00a0<\/span><span style=\"font-family: verdana, geneva, sans-serif; font-size: 10pt;\">% 14,3 ile 79 kad\u0131n milletvekiline ula\u015fm\u0131\u015ft\u0131r. Bu, 2005 y\u0131l\u0131 Biny\u0131l Kalk\u0131nma Hedefleri ile ama\u00e7lanan 2015 y\u0131l\u0131nda mecliste % 17\u2019lik temsil oran\u0131na ula\u015f\u0131lmas\u0131 hedefi yolunda kaydedilmi\u015f \u00f6nemli bir geli\u015fmedir. Ayr\u0131ca 2009 yerel se\u00e7im sonucunda kad\u0131nlar\u0131n yerel y\u00f6netimdeki temsil oran\u0131 toplamda %4,2 iken 2014 yerel se\u00e7im sonucunda bu oran %9,2\u2019ye ula\u015fm\u0131\u015ft\u0131r.<\/span><\/p>\n<p><span style=\"font-family: verdana, geneva, sans-serif; font-size: 10pt;\">\u00dclkemizin Kad\u0131na Y\u00f6nelik \u015eiddet ve Aile \u0130\u00e7i \u015eiddetin \u00d6nlenmesi ve Bunlarla M\u00fccadeleye \u0130li\u015fkin Avrupa Konseyi S\u00f6zle\u015fmesi\u2019ne taraf olmas\u0131n\u0131n ard\u0131ndan, i\u00e7 mevzuat S\u00f6zle\u015fmeye uyumlu olarak d\u00fczenlemi\u015ftir. Bu \u00e7er\u00e7evede, 6284 say\u0131l\u0131 Ailenin Korunmas\u0131 ve Kad\u0131na Kar\u015f\u0131 \u015eiddetin \u00d6nlenmesine Dair Kanun 20 Mart 2012 tarihinde y\u00fcr\u00fcrl\u00fc\u011fe girmi\u015ftir. Kanunla, herhangi bir ay\u0131r\u0131m i\u00e7ermeyecek \u015fekilde t\u00fcm kad\u0131nlar, \u00e7ocuklar, di\u011fer aile bireyleri ve \u0131srarl\u0131 takip ma\u011fdurlar\u0131 Kanun kapsam\u0131na dahil edilmi\u015f; fiziksel, s\u00f6zl\u00fc, cinsel, ekonomik ve psikolojik \u015fiddeti de kapsayacak \u015fekilde \u201c\u015fiddet\u201d, \u201cev i\u00e7i \u015fiddet\u201d ve \u201ckad\u0131na y\u00f6nelik \u015fiddet\u201d kavramlar\u0131 tan\u0131mlanm\u0131\u015ft\u0131r. Halihaz\u0131rda \u201c6284 say\u0131l\u0131 Kanunun Uygulanmas\u0131na Y\u00f6nelik Etki Analizi Ara\u015ft\u0131rmas\u0131\u201d y\u00fcr\u00fct\u00fclmektedir<\/span><\/p>\n<p><span style=\"font-family: verdana, geneva, sans-serif; font-size: 10pt;\">Kanunla \u015eiddet \u00d6nleme ve \u0130zleme Merkezleri kurulmas\u0131 \u00f6ng\u00f6r\u00fclm\u00fc\u015ft\u00fcr. Bu merkezler, \u015fiddete u\u011fram\u0131\u015f ya da \u015fiddete u\u011frama riski bulunan kad\u0131nlar\u0131n ba\u015fvurabilece\u011fi, dan\u0131\u015fmanl\u0131k, rehberlik ve y\u00f6nlendirme hizmetleriyle, ihtiya\u00e7 duyduklar\u0131 konularda g\u00fc\u00e7lendirici ve destekleyici hizmetleri veren ve izleme \u00e7al\u0131\u015fmalar\u0131n\u0131 yedi g\u00fcn yirmi d\u00f6rt saat esas\u0131 ile y\u00fcr\u00fcten merkezlerdir ve 14 ilde ba\u015flat\u0131lan pilot uygulamayla faaliyete ba\u015flam\u0131\u015ft\u0131r. 13 Ekim 2014 tarihi itibariyle bu merkezlerden 24.921 kad\u0131n, 839 erkek ve 6.821 \u00e7ocuk hizmet alm\u0131\u015ft\u0131r.<\/span><\/p>\n<p><span style=\"font-family: verdana, geneva, sans-serif; font-size: 10pt;\">Kad\u0131n Konukevleri A\u00e7\u0131lmas\u0131 ve \u0130\u015fletilmesi Hakk\u0131nda Y\u00f6netmelik, 5 Ocak 2013 tarihinde y\u00fcr\u00fcrl\u00fc\u011fe girmi\u015ftir. T\u00fcrkiye\u2019de kad\u0131n konukevlerinin say\u0131s\u0131 h\u0131zla artmaktad\u0131r. 2014 Ekim itibariyle 130 konukevi hizmet vermektedir (Bu rakam 2010 y\u0131l\u0131nda toplam 65 idi). Eylem Plan\u0131yla hedeflenen, \u00e7ocuklar\u0131n\u00a0<\/span><span style=\"font-family: verdana, geneva, sans-serif; font-size: 10pt;\">\u015fiddetten korunmas\u0131 kapsam\u0131nda \u00fclke genelinde t\u00fcm kamu kurum\/ kurulu\u015flar\u0131 ve sivil toplum kurulu\u015flar\u0131yla i\u015fbirli\u011fi halinde \u00e7ocuklar\u0131n her t\u00fcr \u015fiddetten korunmas\u0131 i\u00e7in, her alanda yap\u0131lmas\u0131 gereken \u00e7al\u0131\u015fmalar\u0131n belirlenmesi ve y\u00fcr\u00fct\u00fclmesidir. \u00c7ocuk i\u015f\u00e7ili\u011fi ve \u00e7al\u0131\u015fma ortamlar\u0131nda \u00e7ocu\u011fa y\u00f6nelik \u015fiddetin \u00f6nlenmesi, s\u00f6zkonusu Eylem Plan\u0131 tasla\u011f\u0131nda yer verilen hedefler aras\u0131ndad\u0131r.<\/span><\/p>\n<p><span style=\"font-family: verdana, geneva, sans-serif; font-size: 10pt;\">\u00c7ocuk istismar\u0131n\u0131n \u00f6nlenmesi ve istismara u\u011frayan \u00e7ocuklara bilin\u00e7li ve etkin bir \u015fekilde m\u00fcdahale edilmesi amac\u0131yla \u00e7\u0131kar\u0131lan Ba\u015fbakanl\u0131k Genelgesiyle, Sa\u011fl\u0131k Bakanl\u0131\u011f\u0131na ba\u011fl\u0131 hastaneler ve kurumlar b\u00fcnyesinde \u201c\u00c7ocuk \u0130zlem Merkezleri\u201d kurulmas\u0131 ve bu merkezlerin i\u015fleyi\u015finin Sa\u011fl\u0131k Bakanl\u0131\u011f\u0131nca koordine edilmesi d\u00fczenlenmi\u015ftir. \u00c7ocuk izlem merkezlerinin ilk pilot uygulamas\u0131 Ankara\u2019da ba\u015flat\u0131lm\u0131\u015ft\u0131r. Ayr\u0131ca \u00e7ocuk i\u015f\u00e7ili\u011finin azalt\u0131lmas\u0131na ili\u015fkin \u201c\u00c7ocuk \u0130\u015f\u00e7ili\u011finin \u00d6nlenmesi Zamana Ba\u011fl\u0131 Politika ve Program \u00c7er\u00e7evesi\u201d ve ILO T\u00fcrkiye Temsilcili\u011fi taraf\u0131ndan y\u00fcr\u00fct\u00fclen \u201cT\u00fcrkiye\u2019de \u00c7ocuk \u0130\u015f\u00e7ili\u011finin En K\u00f6t\u00fc Bi\u00e7imlerinin \u00d6nlenmesi Projesi\u201d uygulamaya konmu\u015ftur.<\/span><\/p>\n<p><span style=\"font-family: verdana, geneva, sans-serif; font-size: 10pt;\">\u00dclkemizde 20 Kas\u0131m D\u00fcnya \u00c7ocuk Haklar\u0131 G\u00fcn\u00fc her y\u0131l kutlanmakta olup, bu kutlamalar kapsam\u0131nda ilki 2000 y\u0131l\u0131nda olmak \u00fczere bu g\u00fcne kadar 14 Ulusal \u00c7ocuk Forumu d\u00fczenlenmi\u015ftir. \u00d6te yandan, T\u00fcrkiye, Kanada ve Peru\u2019nun \u00f6nderli\u011finde BM Genel Kurulunca al\u0131nan kararla 2012 y\u0131l\u0131ndan itibaren 11 Ekim \u201cD\u00fcnya K\u0131z \u00c7ocuklar G\u00fcn\u00fc\u201d olarak kabul edilmi\u015ftir. \u00dclkemizde k\u0131z \u00e7ocuklar\u0131n\u0131n haklar\u0131n\u0131n korunmas\u0131, geli\u015ftirilmesi ve kar\u015f\u0131la\u015ft\u0131\u011f\u0131 sorunlara dikkat \u00e7ekilmesi, duyarl\u0131l\u0131k olu\u015fturulmas\u0131 amac\u0131yla Ekim ay\u0131n\u0131n ikinci haftas\u0131 \u201cK\u0131z \u00c7ocuklar\u0131 Haftas\u0131\u201d olarak kabul edilmi\u015ftir.<\/span><\/p>\n<p><span style=\"font-family: verdana, geneva, sans-serif; font-size: 10pt;\">\u00c7ocuk adaleti sisteminin iyile\u015ftirilmesiyle ilgili olarak, \u201cTer\u00f6rle M\u00fccadele Kanunu ile Baz\u0131 Kanunlarda De\u011fi\u015fiklik Yap\u0131lmas\u0131na Dair Kanun\u201dla \u00e7o\u011funlukla 18 ya\u015f\u0131n alt\u0131nda olan su\u00e7a itilmi\u015f \u00e7ocuklar\u0131n, TMK kapsam\u0131nda \u00e7ocuk mahkemelerinde yarg\u0131lanmalar\u0131 h\u00fckme ba\u011flanm\u0131\u015ft\u0131r.<\/span><\/p>\n<p><span style=\"font-family: verdana, geneva, sans-serif; font-size: 10pt;\">\u00c7ocuk \u0131slahevleri \u015fartlar\u0131n\u0131n iyile\u015ftirilmesi i\u00e7in al\u0131nan ek tedbirlere ili\u015fkin olarak, tutuklu \u00e7ocuklar kendilerine ait kapal\u0131 ceza infaz kurumlar\u0131nda, \u00e7ocuk say\u0131s\u0131n\u0131n az oldu\u011fu ve \u00e7ocuk kapal\u0131 ceza infaz kurumunun olmad\u0131\u011f\u0131 illerde ise yeti\u015fkin ceza infaz kurumlar\u0131n\u0131n \u00e7ocuklar i\u00e7in ayr\u0131lm\u0131\u015f b\u00f6l\u00fcmlerinde (blok\/oda) tutulmaktad\u0131r. \u00c7ocuk kapal\u0131 ceza infaz kurumlar\u0131nda tutuklu k\u0131z \u00e7ocuklar\u0131 i\u00e7in ayr\u0131 bir k\u0131s\u0131m yoksa, bunlar kad\u0131n kapal\u0131 ceza infaz kurumlar\u0131n\u0131n\u00a0<\/span><span style=\"font-family: verdana, geneva, sans-serif; font-size: 10pt;\">kendilerine ayr\u0131lan b\u00f6l\u00fcmlerinde kalmaktad\u0131rlar. H\u00fck\u00fcml\u00fc \u00e7ocuklar (k\u0131z-erkek) ise, \u00e7ocuk e\u011fitimevlerinde tutulmaktad\u0131r.<\/span><\/p>\n<p><span style=\"font-family: verdana, geneva, sans-serif; font-size: 10pt;\">Tutuklu \u00e7ocuklar i\u00e7in \u00fc\u00e7 adet m\u00fcstakil kapal\u0131 ceza infaz kurumu ile h\u00fck\u00fcml\u00fc \u00e7ocuklar i\u00e7in \u00fc\u00e7 adet \u00e7ocuk e\u011fitimevi bulunmaktad\u0131r. Adalet Bakanl\u0131\u011f\u0131, son d\u00f6nemlerde \u00e7ocuklar\u0131n fiziksel, zihinsel, psikolojik ve sosyal geli\u015fim \u00f6zellikleri ve ihtiya\u00e7lar\u0131n\u0131 g\u00f6z \u00f6n\u00fcnde bulundurarak \u00f6nemli say\u0131da m\u00fcstakil \u00e7ocuk kapal\u0131 ceza infaz kurumu hizmete sokmu\u015ftur. Bu kapsamda 2012-2017 mali yat\u0131r\u0131m program\u0131 kapsam\u0131nda alt\u0131 ilde \u00e7ocuk ve gen\u00e7lik kapal\u0131 ceza infaz kurumunun yap\u0131m\u0131 planlanmaktad\u0131r. Bu kurumlarda her \u00e7ocu\u011fun e\u011fitim, \u00f6\u011fretim ve sosyal etkinlikleri beraber ge\u00e7irdikleri zamanlar d\u0131\u015f\u0131nda tek ba\u015f\u0131na kalabilecekleri, uyuyabilece\u011fi odalar olu\u015fturulmu\u015ftur. Bu odalar \u00f6zel ya\u015fam alanlar\u0131 hari\u00e7 modern g\u00fcvenlik sistemleri ile kontrol edilmektedir.<\/span><\/p>\n<p><span style=\"font-family: verdana, geneva, sans-serif; font-size: 10pt;\">Tutuklu ve h\u00fck\u00fcml\u00fc \u00e7ocuklar\u0131n topluma kazand\u0131r\u0131lmalar\u0131 amac\u0131yla e\u011fitim ve iyile\u015ftirme \u00e7al\u0131\u015fmalar\u0131 y\u00fcr\u00fct\u00fclmektedir. Bu kapsamda \u00e7ocuklar, psikolojik ve sosyal problemlerine \u00e7\u00f6z\u00fcm bulmak amac\u0131yla kurumda g\u00f6revli psikolog ve sosyal hizmet uzmanlar\u0131 ile g\u00f6r\u00fc\u015febilmektedirler.<\/span><\/p>\n<p><span style=\"font-family: verdana, geneva, sans-serif; font-size: 10pt;\">Tutuklu ve h\u00fck\u00fcml\u00fc \u00e7ocuklar\u0131n risk durumlar\u0131n\u0131n tespit edilerek, onlara uygun programlardan ve etkinliklerden yararlanmalar\u0131n\u0131 sa\u011flamak amac\u0131yla \u201cBireyselle\u015ftirilmi\u015f \u0130yile\u015ftirme Sistemi(B\u0130S\u0130S)\u201d geli\u015ftirilmi\u015ftir. Bu sistem ile her h\u00fck\u00fcml\u00fcn\u00fcn bireysel olarak de\u011ferlendirilmesi, risk d\u00fczeyinin saptanmas\u0131 ve bu duruma uygun bireysel iyile\u015ftirme plan\u0131n\u0131n yap\u0131lmas\u0131 ama\u00e7lanmaktad\u0131r. S\u00f6zkonusu sistemin pilot uygulamalar\u0131 tamamlanm\u0131\u015f olup yayg\u0131nla\u015ft\u0131r\u0131lmas\u0131 planlanmaktad\u0131r.<\/span><\/p>\n<h1><span style=\"font-family: verdana, geneva, sans-serif; font-size: 24pt;\">Engelli haklar\u0131<\/span><\/h1>\n<p><span style=\"font-family: verdana, geneva, sans-serif; font-size: 10pt;\">Engellilik konusunun t\u00fcm politika alanlar\u0131nda g\u00f6zetilerek, hak temelli bir yakla\u015f\u0131mla kurgulanmas\u0131 ve engelli bireylerin karar alma mekanizmalar\u0131na kat\u0131l\u0131m\u0131n\u0131n sa\u011flanmas\u0131 T\u00fcrkiye\u2019de engellilik politikas\u0131n\u0131n esas\u0131n\u0131 olu\u015fturmaktad\u0131r.<\/span><\/p>\n<p><span style=\"font-family: verdana, geneva, sans-serif; font-size: 10pt;\">Engelli haklar\u0131n\u0131n korunmas\u0131, kulland\u0131r\u0131lmas\u0131 ve geli\u015ftirilmesine ili\u015fkin konularda idari ve yasal d\u00fczenlemelere ili\u015fkin \u00e7al\u0131\u015fmalar yapmak, strateji belgesi ve eylem planlar\u0131 haz\u0131rlatmak ve onaylamak, engelli haklar\u0131 konusunda kurumlararas\u0131 i\u015fbirli\u011fi ve koordinasyonu sa\u011flayarak fark\u0131ndal\u0131k olu\u015fturmak amac\u0131yla 2013 y\u0131l\u0131nda \u201cEngelli Haklar\u0131 \u0130zleme ve De\u011ferlendirme Kurulu\u201d olu\u015fturulmu\u015ftur.<\/span><\/p>\n<p><span style=\"font-family: verdana, geneva, sans-serif; font-size: 10pt;\">Engellilere y\u00f6nelik politika ve uygulamalarda hak temelli bir anlay\u0131\u015f\u0131 geli\u015ftirmek ve mevzuata t\u0131bbi bak\u0131\u015ftan sosyal bak\u0131\u015fa evrilen paradigmatik d\u00f6n\u00fc\u015f\u00fcm\u00fc yans\u0131tmak \u00fczere, t\u00fcm mevzuattaki \u201csakat\u201d (handicapped), \u201c\u00e7\u00fcr\u00fck\u201d (faulty), ve \u201c\u00f6z\u00fcrl\u00fc\u201d (impaired) ibareleri, \u201cengelli\u201d (person with disability) ibaresi ile de\u011fi\u015ftirilmi\u015ftir.<\/span><\/p>\n<p><span style=\"font-family: verdana, geneva, sans-serif; font-size: 10pt;\">5378 say\u0131l\u0131 Engelliler Hakk\u0131nda Kanunu, 6 \u015eubat 2014 tarihinde yap\u0131lan de\u011fi\u015fikliklerle Engelli Haklar\u0131na \u0130li\u015fkin S\u00f6zle\u015fme\u2019nin bak\u0131\u015f a\u00e7\u0131s\u0131 ve \u00f6ng\u00f6rd\u00fc\u011f\u00fc y\u00fck\u00fcml\u00fcl\u00fckler do\u011frultusunda yeniden \u015fekillendirilmi\u015f ve S\u00f6zle\u015fme ilkeleri daha belirgin olarak vurgulanm\u0131\u015ft\u0131r. Halen 22 kampta yakla\u015f\u0131k 220 bin Suriyeliye ge\u00e7ici korunma sa\u011flanmaktad\u0131r. Bu alanda uluslararas\u0131 d\u00fczeyde ger\u00e7ekle\u015ftirilmekte olan konferans, \u00e7al\u0131\u015ftay, seminer gibi \u00e7al\u0131\u015fmalara aktif kat\u0131l\u0131m sa\u011flanmaktad\u0131r.<\/span><\/p>\n<p><span style=\"font-family: verdana, geneva, sans-serif; font-size: 10pt;\">2005-Ekim 2014 tarihleri aras\u0131nda ger\u00e7ekle\u015ftirilen operasyonlar sonucunda 2069 tacir yakalanm\u0131\u015f ve 1119 insan ticareti ma\u011fduru tespit edilmi\u015f olup, ma\u011fdurlar\u0131n 169\u2019u 2005 y\u0131l\u0131nda kurulan ve 24 saat esas\u0131na g\u00f6re hizmet veren 157 Acil Yard\u0131m Hatt\u0131 yoluyla yap\u0131lan ihbarlar\u0131 takiben kurtar\u0131lm\u0131\u015ft\u0131r.<\/span><\/p>\n<h1><span style=\"font-family: verdana, geneva, sans-serif; font-size: 24pt;\">\u0130nsan haklar\u0131 e\u011fitimi<\/span><\/h1>\n<p><span style=\"font-family: verdana, geneva, sans-serif; font-size: 10pt;\">\u0130nsan haklar\u0131 e\u011fitimi, reform s\u00fcreci \u00e7er\u00e7evesinde olu\u015fturulan sa\u011flam yasal altyap\u0131n\u0131n uygulamada tam olarak hayata ge\u00e7irilmesi hedefinin ger\u00e7ekle\u015fmesinde en \u00f6nemli unsurlardan birini te\u015fkil etmektedir. Bu ama\u00e7la ba\u015fta hakim ve savc\u0131lar ve kolluk kuvvetleri mensuplar\u0131 olmak \u00fczere, t\u00fcm kamu kurum ve kurulu\u015flar\u0131nda g\u00f6revli personele insan haklar\u0131 e\u011fitimleri d\u00fczenli olarak sa\u011flanmaktad\u0131r. Ayr\u0131ca \u00e7e\u015fitli kurumlar ve sivil toplum \u00f6rg\u00fctleri halka y\u00f6nelik bilin\u00e7lendirme kampanyalar\u0131 y\u00fcr\u00fctmektedir.<\/span><\/p>\n<p><span style=\"font-family: verdana, geneva, sans-serif; font-size: 10pt;\">Keza, e\u011fitim ve \u00f6\u011fretim yoluyla insan haklar\u0131na ve temel \u00f6zg\u00fcrl\u00fcklere sayg\u0131y\u0131 geli\u015ftirmek amac\u0131yla bir\u00e7ok tedbir al\u0131nm\u0131\u015ft\u0131r. Ortaokul m\u00fcfredat\u0131na \u201cDemokrasi ve \u0130nsan Haklar\u0131\u201d isimli bir se\u00e7meli ders eklenmi\u015ftir. Baz\u0131 \u00fcniversiteler insan haklar\u0131 konusunda y\u00fcksek lisans ve doktora programlar\u0131 ba\u015flatm\u0131\u015ft\u0131r.
